The New York City Department of Small Business Services (SBS) is the department of the government of New York City that makes it easier for businesses in New York City to start, operate, and grow by providing free services to business owners, strengthening neighborhoods and commercial districts, and linking employers to a skilled and qualified workforce. Its regulations are compiled in title 66 of the New York City Rules.

SBS programming falls under five main divisions: Business Development, Business Acceleration, Workforce Development, the Division of Economic and Financial Opportunity, and Neighborhood Development.
Business Development: The Business Development Division provides direct assistance to help businesses start, operate, and expand. Free services are available in all five boroughs, through seven NYC Business Solutions Centers. Services include: business courses, access to capital, incentives, recruitment, pro-bono legal services, certification for Minority and Women-Owned businesses, and more.
Business Acceleration: The Business Acceleration team helps businesses navigate government, respond to emergencies, and also helps new businesses open faster by providing guidance on regulatory compliance, plan examinations, inspections, and consultations.
Workforce Development: The Workforce Development Division implements a demand-driven system of workforce development focused on matching worker training and skills development with employer needs and sector growth. 15 Workforce1 Career Centers are located in all five boroughs to provide training and help connect job seekers with job opportunities.
Division of Economic and Financial Opportunity (DEFO): The Division of Economic and Financial Opportunity encourages a competitive and diverse New York City business environment by promoting the growth and success of small businesses, with special emphasis on historically underserved groups, and ensuring their meaningful participation in the City procurement process.
Neighborhood Development: The Neighborhood Development Unit supports community-based economic development organizations throughout New York City in order to create the conditions under which local businesses thrive and residents enjoy access to a vibrant mix of goods and services.
